The Hobrazian Development Corporation is a general purpose conglomerate sponsored by the Hobrazian government, Endralon, Yingdala, and Davostan. The HDC's mission is to nurture critical industries in Hobrazia and develop needed infrastructure. As a public-private partnership, the HDC has extensive activities stretching across all sectors of the Hobrazian economy, but must also meet high standards and be accountable to the public.

Article I. Terms of Incorporation
Section 1. The mission of the Hobrazian Development Corporation (HDC) is to encourage the growth of industry and critical infrastructure in Hobrazia.
Section 2. Upon incorporation the HDC shall have 1,000,000 shares.
Section 3. Shares in the HDC are to be sold in lots according to the following formula:
A. 35% to the Hobrazian government.
B. 20% to Hobrazian-registered private firms.
C. 45% to foreign-owned corporations and governments.
Section 4. The Hobrazian government shall set the price of shares in the HDC and administer the sales. 20% of all proceeds shall be payable to the Hobrazian government.
Section 5. 50 years from incorporation, the Hobrazian government shall have the right to purchase back as many shares as desired from foreign investors. The share price will be set according to a fair valuation of the HDC's worth.
Section 6. 60 years from incorporation, the HDC shall become a publicly-traded company.

Article II. Business activities
Section 1. The HDC shall seek to implement vital infrastructure in Hobrazia.
Section 2. The HDC shall have first right of refusal for any major public works, infrastructure improvement, or service contract proposed by the Hobrazian government.
Section 3. In exchange for such preference, the HDC shall offer a 10% discount on all goods and services provided to the Hobrazian government.
Section 4. The HDC shall be prohibited from oil drilling or refining. However, the HDC may provide services and goods to oil extraction firms.

Article III. Governance
Section 1. The first CEO of the HDC is to be chosen by the Hobrazian Ministry of Finance. Subsequent CEOs shall be elected by the Board of Directors.
Section 2. The HDC's Board of Directors will consist of 12 seats:
A. 1 seat appointed by the Hobrazian Ministry of Finance.
B. 1 seat appointed by the Hobrazian Parliament.
C. 10 seats elected by HDC shareholders. Each foreign nation with at least 10% of shares will be designated at least 1 seat.
Section 3. HDC Directors are to have a term of 5 years, and no individual may serve more than 2 terms.

Article IV. Investor relations
Section 1. The HDC Board of Directors shall determine a fair dividend.
Section 2. The HDC must have a significant dividend, not to fall below 5% of the company's profits or to exceed 20%.
Section 3. The HDC shall pay a dividend to its shareholders annually.

Article V. Dissolution
Section 1. 100 years from incorporation, the HDC shall split into at least 4 separate companies.
Section 2. Companies formed after dissolution shall be publicly-traded.
Section 3. Following dissolution, the Hobrazian government shall sell its shares of the subsequent companies.
Section 4. The process of dissolution shall be overseen by the Hobrazian Ministry of Finance.

Article VI. Amendment
Section 1. This Charter may be amended by a 2/3 vote of the HDC Board of Directors, subject to a simple majority vote of the shareholders.

HDC unveils plans to rebuild and manage Port of Astoria
December 4904

In an early morning press conference, CEO Albina Zhdokovy announced plans to rebuild and manage the Port of Astoria. The Port, which suffered significant damage during the Hobrazian Liberation War, had not yet been fully rebuilt and was operating at significantly reduced capacity. Astoria is Hobrazia's largest port city, and over half of all imports and exports pass through it. Under a new contract with the municipal government, HDC will be responsible for rebuilding, modernizing, and expanding port infrastructure. Zdhokovy asserted that "this contract is an opportunity not just for the company, but for the country. Even before it was damaged, the Port was well past due for major repairs and upgrades. The newly renovated Port will significantly expand Hobrazia's import/export capacities, reduce operating costs, and allow for expanded trade opportunities."

The Port renovation is expected to be particularly good news for consumer goods manufacturers in Endralon, Yingdala, and Davostan, which will likely see increased demand in Hobrazia. Construction is expected to be completed by the Spring of 4908.

Hobrazian Development Corporation to build international business campus in Aloria
November 4906

CEO Albina Zhdokovy announced plans to build a new international business campus following a land deal involving the Democratic Republic of Aloria, the Directorial Republic of Endralon, and the Republic of Hobrazia. The campus will be located near the city of Dixon Town, Cymertraeth, on Aloria's Southwestern coast, and will feature a corporate office building alongside storage warehouses and manufacturing facilities. HDC's Director of International Operations Biró Zsolt will be personally overseeing the campus and will be moving to Aloria later this winter. Zhdokovy called the deal "an exciting move that will significantly expand HDC's opportunities and bring Hobrazian products to the world market."

The campus's first manufacturing facility will produce industrial mining equipment and is expected to start operations by the Summer of 4907.

CEO Albina Zhdokovy announces major upgrades to Hobrazia's transportation infrastructure

A planned series of high-speed rail upgrades across Hobrazia

CEO Albinda Zhdokovy has unveiled a plan to dramatically expand Hobrazia's transportation infrastructure. In addition to renovating existing highways and building a series of gas stations along major Hobrazian roads, Zhdokovy also plans to upgrade the country's rail system. Under Zhdokovy's plan, a high-speed passenger rail will stretch from Hobrazia's second-largest city, Muzal K'alak'i in Muzalkaz, to the largest city and capital, Astoria, before turning south to Samep'o and finally terminating in Brentaro. The addition will significantly improve access for both Hobrazians and tourists.

An cargo rail will also be installed between Camaero, a more logistics center for Zargundian resource development, and Astoria, Hobrazia's main port. The expansion will replace an aging railway system that lacks expansive stations in Zargundia, and will reduce costs of Zargundian-sourced materials. HDC also plans to purchase 2 new passenger trains to operate on the Camaero-Astoria track, but will not be bringing express trains to the route due to Zargundia's low population.

In addition to purchasing new passenger and cargo trains, the Corporation plans to purchase 3 new ferries to facilitate the transport of goods and passengers between the Port of Astoria and Endralon.

Finally, Zhdokovy expressed hopes that a combined passenger/cargo line could be built between Camaero and the Narik-Darnussian capital of Doressa. The Corporation plans to negotiate the construction of such a line with the new Narik-Darnussian government.

Although the costs of such an upgrade will be immense, HDC analysts believe the cost will be made up by reduced maintenance loads, improved operation costs, and an anticipated increase in demand. HDC will also collect tolls on major highways and railways to make up the cost of construction. The Corporation plans to implement the upgrades over the next 20 years in a series of phases:

• Phase I: Build Camaero-Astoria line, purchase ferries
• Phase II: Build Muzal-Astoria line, upgrade major highways
• Phase III: Finish construction of Astoria-Brentaro line, upgrade secondary highways and construct series of gas stations
• Phase IV: Make adjustments as needed, complete train fleet to reach full operational capacity
• Phase V: (Tentative) Build Camaero-Doressa line

Hobrazian Development Corporation reaches deal with Narikaton & Darnussia

Director of International Operations Biró Zsolt issued a press release confirming that HDC received authorization from the Narik-Darnussian government to build a railway from Camaero, Zargundia, to Narikaton & Darnussia's capital city, Doressa. HDC will operate both passenger and cargo trains on the route, which will join the Narik-Darnussian and Hobrazian railway networks, greatly expanding the ease of travel and trade between the two nations. Under the terms of the agreement, the Confederate government will have a 20% stake in the railway's operation and construction will be guided by Narik-Darnussian engineers, geologists, and terrain experts.

The HDC will be opening a new foreign business office in Doressa to facilitate Corporate affairs in the country. CEO Albina Zhdokovy expressed hope that the Narik-Darnussian market could be open to Hobrazian exports, including consumer retail items, agricultural exports, minerals, and heavy equipment.



Lodamese, Lourennaise green infrastructure companies to partner with Hobrazian Development Corporation

As part of a long-term plan to wean the Hobrazian economy off of fossil fuels and mineral development, CEO Albina Zhodokovy announced new partnerships with foreign green infrastructure firms in Lodamun and Lourenne. HDC's new Director of Sustainability, Albot Babugovy, will be coordinating the collaborative effort, which will see the construction of wind and solar farms as well as an experimental geothermal power plant in the Muzalkaz. HDC plans to purchase equipment, labor, and consultation services from Lodamun's Treemania and the Lourennaise companies of Vertonel Energie and Vorsima Corporation. Babugovy has set the ambitious goal of providing 20% of Hobrazia's power from green sources by 4925.

HDC is also contracting Vorsima Corporation to upgrade Hobrazia's merchant navy with emission-reducing and fuel-saving technologies.

"We expect this move will improve profitability in our energy production and transportation sectors," Zhodokovy told shareholders. "By reducing operation costs and investing in more long-lasting equipment, we'll see the initial investment paid back several times over."

While the Lodamese and Lourennaise firms are expected to give a discounted rate as part of their respective governments' world-wide green energy initiatives, exact details have not been disclosed to the public.

Hobrazia-N&D Confederacy Railway Completed
March 4915

After years of work, the new railway between the Republic of Hobrazia the Confederation of Narikaton & Darnussia has been completed. A passenger car carrying business and government dignitaries from both nations was the first train to complete the full route, which takes approximately 6 hours. A dual ribbon-cutting ceremony started in the morning at the Hobrazian terminus in Camaero and was completed in the afternoon, when the railway's first train arrived in Doressa. A reception in Doressa celebrated the growing economic and cultural ties between Hobrazia and Narikaton & Darnussia.

The Camaero-Doressa route links the Hobrazian and Narik-Darnussian rail networks, including the newly-renovated HDC cargo and passenger lines in Hobrazia. The network is expected to reduce the costs of trade and travel between the two nations, allowing greater commerce, cultural exchange, and tourism. The railroad has been established as a separate corporate entity, the Trans-Artanian Railroad Company, of which the Hobrazian Development Corporation will own 80% and the Narik-Darnussian government 20%. The Company will manage railroad maintenance, operate stations, and run both passenger and cargo trains.

CEO Albina Zhdokovy called the railroad "a breakthrough for international trade" and promised shareholders that TARC would prove to be "a profitable venture."

Hobrazian Development Corporation to open Seleyan headquarters in Providence, Lodamun

Following negotiations with the Lodamese Ministry of Trade, the Hobrazian Development Corporation will be expanding its operations beyond Artania for the first time. The Seleyan Operations Center, to be built in Providence, Lodamun's capital, will bring Hobrazian goods and services to Seleya while also facilitating the importation of goods to Hobrazia.

Although natural resources, including limestone, zinc, and lumber, will the bulk of HDC's exports to Lodamun, the company also plans to export refined materials like cement and manufactured goods. Analysts are particularly hopeful that the Seleyan market may be interested in the products of Hobrazian firm Kormokovy Consolidated, which offers "smart" farming equipment to improve agricultural yields. HDC also plans to offer information technology and customer relations services to the Seleyan continent, alongside a plan to expand into equipment repairs and upgrades.

Hobrazia has already imported munitions and green technology from Lodamun, and the relationship is expected to deepen with the construction of the Seleyan Operations Center.

Biró Zsolt, HDC's Director of International Operations, will be directly overseeing the Seleyan Business Center. Zsolt previously ran HDC's three foreign campuses in Artania, housed in Hugamest (Endralon), Dixon Town (Aloria), and Doressa (Narikaton & Darnussia).
