Progressive International : General Assembly (members-only)

Postby myungggg » Tue Aug 22, 2023 1:07 pm

Rosalia da Silva, Provisional Secretary of Progressive International
Good day, comrades of progressive, democratic, and leftist politics. We have gathered here today in the first session of the General Assembly of the Progressive International. Our first matter on our agenda is to finish our work in the Radin Treaty by determining the organization of the PI. We will soon elect the members of our Executive Committee thereafter.
You have no enemies, you say?
Alas! my friend, the boast is poor;
If you have none,
Small is the work that you have done.
You’ve never turned the wrong to right,
You’ve been a coward in the fight.

Tim Adelberg and Joanna Reisinger, co-Secretaries of the Dundorfs Sozialdemokratische Partei:
The DSDP is delighted that finally discussions to finish our organization's structure and leadership are taking place, Terra needs this organization to unite the common action of our progressive parties for a brighter, and peaceful future.

As per today's session works; DSDP would like to subit the following proposal:
EXECUTIVE COMMITTEE: The PI is an organization ruled by a group of three executive members, elected to the position every four years by the members of the organization. The three executive members are expected to rule by consensus, they have the power to summon the Assembly and approve/reject new candidatures to the PI. The three members should all come from different countries, for better geographical representation. If a rule by consensus isn't reached, the matter discussed by the Executive Committee is transferred to the Assembly.

ASSEMBLY: All the other members are part of the Assembly, which has the power to 1) approve/reject proposals made by the Executive Group, 2) summon itself through unanimous consent, and 3) vote to expel members, with a two/thirds majority, who do not longer adhere to the organization's principles as already listed in the first part of the treaty.

Let the proposal of our Dundorfian comrades be reflected in the record. Would there any be more suggestions before going forward?

We would also like to propose a new membership process that would be more transparent and open. First off, an aspiring party that wishes to become a member shall apply to the General Assembly with its credentials. It must then be referred to the Foreign Affairs Committee to be vetted. The Foreign Affairs Committee shall submit a report to the General Assembly on whether or not the aspiring party should participate. The General Assembly, through a simple majority vote, shall have the final say whether or not the aspiring party be allowed to become a member of the PI. This shall also be the case for parties wishing to become observers.

Eleonora Nikolayevna, Leader of the House of Humanists in Ob"yedinennaya Triguniya budushchego:

OTB and the entire utopian political class is delighted to be a key member in such a promising organization, we would like to establish the Legislative Committee, a countre balance to the Executive Committee and a legislative body at the same time.
The committee would be composed of 5 members elected by the general assembly. The members of said committee can propose internal law programs meaning that if agreed upon by both general assembly and executive committee, members will have said laws in their programs and will try to amend them in their respective countries.
Concerning the division of the continental headquarters, it would be wise to separate the kerisian headquarters from the seleyan headquarters due to cultural differences and everynation in Keris would prefer dealing with its own affairs instead of having their affairs dealt with by seleyans or having seleyan affairs dealt by kerisians

We would be amenable to separating the Keris and Seleyan headquarters. I accept our Trigunian comrades' requests with respect to their party's longstanding position and committment in their own continent.

We find the Legislative Committee to be a redundant body considering the General Assembly should be the primary organ for adopting motions. The Executive Committee should also lead in proposing what the PI would wish to implement. We would like to request further clarification on how the Legislative Committee would function in performing its duties as well as on how it will interact with individual parties proposing motions on the floor of the GA.

Rosalia Lorena da Silva-Miyata, Provisional Secretary of Progressive International
In order for the proceedings of the General Assembly to progress, we would now start to elect the Executive Committee, following the suggestion of our Dundorfian comrades.

The Executive Committee would consist of three members, coming from different parties and countries. They should act as a collegial body--i.e. all power, responsibility, and authority vested equally and jointly in each of the members. Their decisions shall be marked with consensus and profound deliberations, but those decisions may also be challenged by any member party in the General Assembly. The Executive Committee shall also have the right to initiate proposals for joint action for consideration of the General Assembly as well as call for a special gathering of the members of the General Assembly. The members shall be elected by single transferable vote. Any member party may nominate only one candidate from their own ranks. Every member party delegation must only have one ballot and may only rank candidates from one to three in order of their preferences.

If there would be no more requests for clarification and amendments, I am now opening the nominations.

OOC: The nomination period shall be closed by the 6th of September 2023 at 12 noon GMT.

Joanna Reisinger, Secretary of the Dundorfs Sozialdemokratische Partei:
We're glad that this organization is finally ready to start its activities. The DSDP, the oldest continuosly running party in Dundorf, and a founding member of the P.I., is ready to submit the candidacy of Ms. Margaret Bauer, a prominent progressive Regional Minister in Grozvic, which would tender her resignation if elected in the executive committee.

Margaret Bauer, Regional Minister for Finance in Grozvic:
Thank you Secretary Reisinger for your nomination. If elected as a member of the executive committee, my top priority will be, with my colleagues, to expand this organization, a move which aim is to increase our influence across Terra for the better advancement of Progressive ideas. The organization should act in regards of the Hulstrian situation, and do so with more comrades joining us. As a member of the Exec. Committee I would also like to act towards drafting some progressive core policies that our parties should seek to implement domestically, doing so in respecting every party's different ideology, hence why I would like these core policies to be chosen unanimously by our Assembly.

Erika Harris, President of Socialist Liberal Party:

We're glad this organization finally starts activities to unite progressives of Terra. The SLP, the only republican and socialist party in Luthori would like to nominate Harvey Sunny, the person who established the Progressive Liberal Party and paved the way of the establishment for its successor Course of Freedom, and later Socialist Liberal Party. He says that fascism saw a dangerous resurgence with the Fatherland Front and the conservative Constitutional Democratic Union is gradually shifting towards reactionism, and the Progressive International is his hope to counter them.

Valerie Beaucresse, Royal Policy Executive, Royal Assembly of the United Kingdom of Lourenne:

Esteemed colleagues of the Progressive International, what we are seeing here is a great collection of nations and members with the same ideas for establishing progressivism and the advancement of our peoples. For centuries, the United Kingdom has long been a champion of progressive ideas and humanitarian action. We would be honored to support and guide the organization on a deeper level. We would therefore like to nominate Alexia Cartasonne, Policy Executive of the PRN’s Humanitarian Faction, for a position on the Executive Committee.

For over 20 years, Mme. Cartasonne has helped guide and craft the humanitarian policies Lourenne is known for on the world stage. Her policy recommendations, frameworks, and promotion of independent organizations have not only helped improve lives in Lourenne, but abroad as well. We believe Cartasonne can provide Progressive International with strong progressive policies, humanitarian ideologies, and a spot on the world stage. Thank you.
