Is therefore approved with the votes of Dorvik, Kirlawa and Kundrati in favour, no votes against and one abstention from Luthori.
As the Treaty of Dunblane is concerned, we would like to now direct attention to a matter we believe of great importance. The Dorvish, Kirlawan and Dundorfian government have all begun an ambitious railway project to connect our nations through railway for the first time over the Black Mountain Chain. I would like this plan to expand to include all member countries of the Artanian Union, notably those with an active role right now: Luthori and Kundrati. We'd like to direct the Artanian Infrastructure and Investment Bank, when they have their new leadership, to provide loans to the wider project to complete work and expand the project overall.
We support the Dorvish proposal wholeheartedly. Bringing the region closer through target infrastructure development projects such as this are one of the many ways we can leverage our region's competitive advantage against other regions. We second the motion to direct the AIIB to provide financing in the form of loans to aid this project in its development. Although we [Keymon] may never benefit from it directly owing to the fact that we are an island, we believe it can become a template for a much larger, continent-spanning project.
While Keymon might not benefit directly from the expansion of the Black Mountain Chain Railway project, it certainly will benefit in other ways, especially increase ease of access to national economies from port to end point with the introduction of the dual cargo and passenger railway expansion. With that said, perhaps we can utilize some of the funding provided by the AIIB to finance an expansion of port access in Keymon in addition to connections for passenger and cargo freight on Keymon via railway as a leg of the project itself.

I think it goes without saying that the railways that are built, developed and connected within our respective nations belong to their respective nations that they are constructed in. I'd be opposed for the Artanian Union itself to own and have to manage these railways.
I don't see any problem with this proposal from the State Chancellor, I think this proposal can create in the long term a Trans-Artanian Railway Network. We second the proposal to direct the AIIB to provide loans to expand and complete the project.
Our government is currently debating membership of the Artanian Union. At this time it is very unlikely there is majority support within the national legislature. Would the Artanian Union consider an “Associate Status” Treaty as a pathway for potential new members to initiate the framework for diplomatic engagement and to begin the process of ensuring common standards and regulatory approvals?
