While Deltaria underlines the importance of democratic governance in the foundation of this organization we ask Istalia why they classify a fellow member state as non democratic? As far as the Cildanian constitution and its laws determine Cildania is, as Selucia notes, a constitutional monarchy with clear democratic laws in place. The fact that their religious laws are more strict then other member states do not take away this fact. Furthermore Cildania also allows a large variety of other freedoms for its citizens. We would not support a motion to suspend Cildania but would like to hear from Istalia on their reasoning.

Our discussions with Impero Istalia were about actions of the Axiaq regime not the structure with respect to a constitutional monarchy. We believe as the Representative of Deltaria pointed out that we should not proceed against the membership of Cildania on what is before us. We also have great respect for Impero Istalia and would really like to hear from them before dropping this matter entirely.

Our intelligence is that the Axiaq regime no longer is in power in Cildania. A party with whom we have had brief contact may or may not be able to force elections and stabilize.

This raises a separate question of whether we want to include in a mutual defense treaty a nation that is essentially ungoverned. It is part of Majatra which means that is an issue not an easy call.

As much as we would like to see this resolved we believe it should remain open long enough to hear from Impero Istalia and hopefully have more information on what is happening in Cildania.

After conferring with Impero Istaliano, the chair would solicit a motion to suspend the participation of Cildania as a member of the MSO. Should a functioning government be formed we can consider lifting the suspension.

Current intelligence indicates there may be a prospective new government in Cildania after January 4857. In view of that, the chair chooses to table the motion in the absence of a second or any discussion at all. It may be readdressed by any member.

The Deltarian Federation firmly opposses this measure from the chair. Cildania, as stated before, can currently not be classified as a dictatorship of any kind and it is of importance that any Majatran nation that is elidgeble to participate in our organization can do so. We firmly reject this proposal and urge our fellow colleagues to do the same.

We would also like to remind the chair that it is his duty to hand over his position to the next in line fairly soon, this means on alphabetical order, which would mean Cildania gets the position of chair. As Cildania currently has no viable government we propose the next in line, Istalia, is handed the right to name a chair. Thank you

We thank Representative Rasputin for taking an interest in the discussion of the motion of Jumhuriat al-Badara which was in effect an amendment to the earlier motion of Istalia which Representative Rasputin had argued against. No member seconded that motion.

The action of the chair was to to table the whole thing til some member was willing to address it. This had the beneficial effect of a little more clarity in the actual situation being addressed.

The new party in Cildania now has seats in its legislature. It has not yet formed a cabinet. The issue at the moment is will it actually govern. The new party has been contacted for some sort of response which is not yet forth coming.

So two items from the chair. 1 ) If Cildania's governing status is still unknown when five year rotation of the Secretary General finally blessedly reaches it, we will inform Istalia it is its turn to name secretary General.

2) Is it correct that Representative Rasputin wishes to proceed to a vote on the motion from Jumhuriat al-Badara? If so, that is what we will do.

With respect to the motion of the Istalian Representative concerning the Axiaq regime, it seems to the chair to be moot and so does not need further consideration.

With respect to our solicited motion to suspend a member, we have more information. Although the party holding seats in the legislature of Cildania had some brief contact with Jumhuriat al-Badara at one time, it has not formed a government or repeated that contact.

We initially thought in the absence of a functioning government suspension might be in order. We have rethought that position and now believe this organization should be saying to complete outsiders to stay away while our member sorts things out. To use a completely outdated example we do not need Kazulia sending its carriers to remake part of Majatra in its image.

We would note another member currently has its legislature occupied by an unknown and unidentified entity so a similar situation is in place.

Jumhuriat al-Badara accordingly withdraws its motion.

It is now in order for the Representatives of Impero Istaliano to name a Secretary General under the rotational rules of the Treaty forming the MSO to succeed the current designee by Jumhuriat al-Badara.
