It seems the Artanian Union is picking up the pace. Looking at the priorities highlighted by the Luthorian Presidency it still remains unclear to us whether Artania will prioritise cross-continental security collaboration with the MSCO. Beiteynuese weariness is shared by Eroncourt.

We have been in contact with representatives from the Artanian Union. The idea is to pass a resolution on both ends (MSCO - AU) towards joint military operations in the Migrant's Pass. We hope that this will suffice to get some first collaboration going between the 2 continents, on a disputed area.

Deputy Representative Shavit earlier suggested a satellite office for the CMRF in the Himmelshtern Beacon of Hope in the northwest. We believe this is an excellent suggestion which be an official coordination location for the CMRF's MP - NG and SW - NG.

It would certainly be helpful to have something similar for MS - NG.

Correct, the Himmelshtern Beacon of Hope is an island off the city of Himmelshtern in the northwest. Outside housing the Beiteynuese Naval Command, it also acts as the primary base of operations for our navy. It is an ideal location to expand it into the CMRF's intermediary point between the 2 regions, yes.

Insofar as the resolution is concerned, we believe a simple 2-3 pointer will suffice.

We're looking at MSCO states working with AU states towards joint operations in the Migrant's Pass with some very basic wording that makes it clear that states of the 2 will not act independently and that the 2 organisations will coordinate directly with each other.

Here is a draft resolution on MSCO - AU patrolling.

R004/MSCC

This Resolution, presented for adoption by the Majatran Security Cooperation Organization (MSCO) and the Artanian Union (AU) has provisions as follows:

1) Migrant’s Pass is a vital international maritime commercial passage way located between Artania and Majatra that must remain open for maritime shipping.

2) Forces acting under the auspices of the AU and MSCO undertake to patrol and surveil Migrant’s Pass to prevent pirates, terrorists or any others from interferng with the free flow of maritime commerce through Migrant’s Pass.

3) While the AU and MSCO shall conduct surveillance and patrolling independently of one another, a communications interface between AU and MSCO shall be established so as to facilitate prompt response to any threats that might develop.

The idea with Resolution R004/MSCC is to get the draft into an acceptable form, vote on it, get it to the AU for presentation to its Parliament, and passage there.

Do we have any indication as to whether the Artanian Union would be ready to tackle such a thing?

Deltarska Republika: has not inquired about Artanian sentiment on our resolution draft. Our impression is that nothing along that line is its current focus but that there is little or no hostility toward the MSCO as such.

Should a resolution along this line be passed by the MSCO, our thinking is a decision would then be in order as to whether the Artanian Union actually has a way to be contacted as such or whether contacts should be authorized to be made requesting presentation to its parliament by members thereof who likely would favor it. We are at the moment leaning toward the latter course.

While Artania seems to have taken a first step towards commencing negotiations with the MSCO, it remains unclear whether the Artanian Union can pass, much less manage to enforce, a resolution across the board, even a provisional one at that.

The Ministry of Foreign Affair's Medinat Department will meet with the President of the Artanian Union in due time to review potential scenarios. So, either the Artanian Union provides assurances it can enforce such a resolution, or Artania forms a defence entity that can be either tied to the AU or not, it is not a prerequisite by any means, or the Homeland State of Beiteynu will seek to broker an agreement between individual Artanian states and the MSCO directly.

As far as the Deltarian proposal is concerned, we feel it is in line with the Joint Artanian Majatran Security Agreement (JAMS) we had proposed a while ago.

Again, the issue of collaboration does not lie with the MSCO but with Artania; whether the Artanian Union is the only possible vehicle for Artania to have a cooperative supranational platform, or not, is not exactly clear. Thus, a simple resolution may not hold on their end.
