Do think that a joint agreement between MSCO and AU is Plan A. And we are happy to see Moledet Medinat taking steps which might make this possible. Deltarska Republika is pursuing an opportunity as well.

Should the Artanian Union have no interest in dealing with this, MSCO might deal with the six or so nations involved individually as Plan B, a more cumbersome task.

Should we be met with a complete wall of indifference, we can declare our policy and move on. A not great Plan C.

At this point, Deltarska Republika believes Resolution R004/MSCC should be withdrawn. After an impasse was reached it was discussed by Artanian Union representatives but will not be part of a way forward.

We are very much open to other ideas but at this point think the prudent interim measure seems to us to be what we have described earlier as Plan C.

We'd like to inform the Council of Beiteynu's continued commitment to the CMRF's naval operations. The 21st Flotilla and the Nahshol CSG will continue to be tasked to the southwestern regions, while the 4th and 7th Flotillas, including the Reshout CSG with the Yeudi Fleet will remain with the MP-NG.

The Reshout CSG is also tactically ready for deployments in the Majatran Sea, should the Deltarian Admiral Commanding require it.

Regardless of the political rhetoric observed in international media, the Homeland State of Beiteynu remains steadfast in its support of equal leadership in the MSCO, ever since the organisation's reinvigoration at the beginning of the 54th century.

To that end, we welcome Deltaria's ongoing military ascension in sharing the burden of ensuring security and stability in the continent. We also continue to cast our vote of confidence in Deltarian leadership and the Admiral Commanding in the CMRF, especially as we are extending the MSCO's cooperative spirit with the JAMS agreement that sees collaboration span across 2 different continents in an unprecedented change of pace in military coordination.

A reminder that members of the MSCO are granted access to the AllComm, as well as continued docking rights in Himmelshtern, where the CMRF also maintains a satellite installation with the Beiteynuese Naval Command in assisting naval forces traversing the western and eastern regions of the continent.

The current Secretary-General is Cildania, with Beiteynu next in the rotation for 5448.

We are pleased to inform the council that the JAMS agreement has generally been well received by Artania. Both N&D and Malivia, the 2 Artanian states directly relevant to the Migrant's Pass have not only ratified it but have stood in vocal support of it. We have also welcomed Narik & Darnussian naval forces in Himmelshtern, working closely with the CMRF's satellite station in northwest Beiteynu. Furthermore, Dundorf, Kundrati and Kirlawa have ratified it, as well.

We now have Artanian states at the ready to deter non-ratifiers in Artania from conducting rogue operations, a problem we've been all too familiar with, in the past.

Beiteynu believes that this matter can finally be put to rest and extends its appreciation to the MSCO for its support.

It is good to see this security issue be put to rest. We congratulate all parties involved for a job well done. We would like to note however that the question of security also requires us as a organization to show a pro-active stance at dettering threats. The worry from Deltaria is that the Artanian continent might in the future be ready to take it upon themselves to sign a collective security agreement. Such a move would inevitably put it into direct oppossition to our organization, with the potential for cold rivalry between the two sides and a worsening of the situation in the migrants pass. We would like to ask our fellow member states to keep their eyes open and to act jointly when neccesary.

Fellow representatives, Deltaria would like to urgently discuss the situation in Cobura, seeing it as of utmost importance to the continent. It seems a apparant coup is underway. We strongly reject a attempt at overthrowing the legitimate government of Cobura. If it were up to the federation, we would like to immediately set up a emergency response committee (ERC) to monitor the situation in the country and give its recommendations to this council if further action is necessary. We would like to hear from our partners.
