How many nations spend more than 10% of their budget on food?

Some nations RP as ones which don't need agriculture as a major part of its economy, thereby causing the assumption that food is imported, but which nations really produce enough to export?

Is there enough food in the world?
I'm not saying the in-game public sector is the only possible food producer, but there's no way to measure the private sector and I don't see any nations RPing as 3rd world countries with more basic economies.

Hopefully, but I'm not talking about "weak" economies; I'm talking about basic economies, like those focused on Agriculture, and extraction resources (mining, fishing, etc.)
More developed economies go further, like manufacturing, packaging, etc.
