Question about morality

I'm interested in passing tobacco regulations in my country and I was wondering if this is considered a progressive or conservative move in terms of morality (or does it not even concern morality?) On the one hand I feel its progressive as it protecting the public's health but on the other hand it seems conservative because it restricts the public's ability based on what seems morally wrong.

Truth be told, some of the values are unknown to me because sometimes they look like they effect one thing but then they look like they affect another. So, I'd like to know the answer myself.

yeah I don't even know if tobacco regulation pertains to morality.

I would say it's likely that increasing regulations on tobacco is probably +government size (more regulation) and +restrictive civil rights, not morality. I don't feel that it'd be made a moral issue, just one of freedoms (the freedom to harm oneself knowingly).
