Batman: There are no regions that can be claimed at the moment, and it's not likely that there will be any again.

Since all colonies have been set free by their owner states, there are no colonies anymore. They are now, for all intents and purposes, independent countries without players, and can only be interacted with in a manner that would not be considered godmodding if it was applied to interaction with another country. Thus, they can not be claimed anew.
