Can we make our country neutral by law until the law is changed (OOC : just like IRL Switzerland) and RP it or is it forbidden?

I don't think that there's any rule forbidding you from RPing a neutral nation in the absence of laws explicitly specifying that you are. Just go ahead and do it. Nobody will complain.
