The best way to break a treaty locked nation is too have a unactivated party with visibility already - reactivate it near elections, hope you win, use your one proposal per year quota to free up the nation.

Yes, cutting proposals to some obscenely low number is also a very irritating thing for someone to do. Realistically, you wouldn't (as a new party) have 50 or something, but anything lower than 10 is quite problematic.
