Child labour law

We are having a discussion in Gaduridos about the definition of "child labour" in Particracy's legislative options. Does it simply mean "child employment", or does it mean what the International Labour Organisation labels "work that deprives children of their childhood, their potential and their dignity, and that is harmful to physical and mental development"?

I've always felt it meant child employment.

I always interpreted it as the latter, and had more than a few discussions about it. It is rather vague. I suppose it's entirely up to the interpretation of the individual player. I dunno how it effects your visibility and political stance though.

Visibility wise I'd assume it meant just child employment, seeing as it has a variable which allows it with regulations similar to adult employment.
