INACTIVE PARTIES (CIVIL WAR)

In Hutori, we are currently roleplaying a civil war between nationalist rebels and forces under the command of the Federal Government. However the despite the rebels having already begun a number of small military operations, the Hutorian military have yet to become involved due to other governing party's inactivity. Does this mean that the longer the governing parties remain inactive, I am free to roleplay the militants conquering further territory and inflicting further defeats .

You would have to continue to make attempts to contact the party who is ruling but honestly, you can say that the government is slowly collapsing with the military struggling to press on.
