Captain-Socialist has revealed one of the secret (or not so secret...) ways of getting around the game mechanics to get resolution bills passed faster. Another way of doing this, by the way, is to attach a resolution bill to a taxation or spending proposal (which does not even have to include an actual change to taxation or spending).
A word of warning, though. Renaming requests require a two-thirds majority in order to be approved and implemented by Moderation. Early election requests, Cabinet bills, spending bills and taxation bills (and also treaty withdrawals, for that matter) pass at the next turn of the month as soon as more than half of the legislature has voted in favour. So be careful not to be caught out there! You need that two-thirds majority before Moderation will respond to a renaming request.
