How are these taxes calculated in Particracy?
Are there hidden variables I'm not aware of, or is it dependent on the population opinions?
If there is no answer, how can I calculate how great the changes will be?

Firstly, the Financial model isn't finished so don't worry too much about it.
Looking at Pontesi:
Corporation seems to be a set percentage of one unit per total population divided evenly across the 5 regions of your nation.
Luxury seems to be a set percentage of five times that.
If that backs up your assessment, it's probably that simple.
