A few countries have glitches in the tax system that don't let them collect taxes. This is a signup to help me calculate formulas and equations to RP the taxes. ;)

That part is clear. But what do you want to do to address this. E.g. what do you want to use as a basis for determining factors like age or income distribution, GRP, etc.

Lourenne doesn't have tax income? Toro, just decide which country you think Lourenne's economy is most like, then pass a budget similar to that country's, then multiply your budget by 5x or 10x and that'll give you your GDP. Subtract between 0% and 20% for investment (depending on how large you think your corporate/industrial sector is), then the remainder would be consumption. Then just decide what percentage of consumption (household income) and what percentage of investment (corporate income) you want to tax and write all the details in the preamble to the budget bill.
