We now have a clause to help deal with the frustrations over situations where parties reactivate, win seats and then don't do anything further:
8.2.1 In circumstances where a player with above-minimum Visibility levels has reactivated but then not logged in for 48 hours, and an election is due within the next 24 hours (6 in-game months), Moderation will inactivate the player's account if this is requested by another player in the nation.
It is no longer possible for a single objector to block the nomination of a Nationmaster:
18.3.2 In order to nominate a candidate, the nominee must be nominated in a bill passed by a 2/3rds majority of all players with seats (not just those with seats who vote), and at least 4 players with seats must support the motion, at least one of whom must have been currently continuously active in the nation (ie. no inactivations) for at least 1 month. Additionally, the nominee must agree to be willing to serve as Nationmaster.
And some reassurance for players considering using inactive accounts to role-play in-game:
13.1 Players using inactive accounts and/or accounts from outside nations may only propose bills and/or contribute to discussions, whether IC (in-character) or OOC (out-of-character) with the general consent of the players in the nation.
Nobody will be automatically "punished" in any way for using an inactive account to role-play, but you will be expected to abide with the general wishes of the players with active accounts in the nation. The phrase "general consent" may sound mildly ambiguous, so I will try to provide a little clarification on how that will be interpreted. The general presumption will be that if a single player in the nation objects to the inactive account being used, then the player will be required to stop using it (at least in that nation). However, the rule is intended to leave Moderation some leeway in cases where the majority of players welcome the use of the inactive account and the minority who object are being unusually obstructive/unreasonable. For example, if a player joined a nation simply to raise an objection to a player he didn't like role-playing with an inactive account, then he should not necessarily be guaranteed to get his way.
As a community, we have limited experience of role-play with inactive accounts, so naturally there is a possibility that going forward, we may need to learn lessons and amend/introduce rules to regulate/clarify the situation as we go along.
