I'm not sure this was ever formally established - technically this would have been a matter for the RP Team (and we don't have a RP Team at the moment)...but I was under the impression the World Congress would be physically located on the Whale Island (which looks like a whale). You can see it on the map to the east of Kanjor and south of Indrala.
