If I remember right, Cobura was only bumped up to Strong (or whatever the RP Team's equivalent was) in the RP Team's last rankings list from 2 or 3 weeks ago. Akhenaten (Cobura's main player in recent years) and I spoke about the RP Team's promotion of Cobura in its rankings. I think we were both a little surprised (don't quote me on that though -- I'm not certain if Akhenaten was surprised or not). While I do think MarkWill is missing some important details about Cobura RP (for instance, because Akhenaten was the only player there for so long, he tended to write alot of his RP in bills, including some economy RP), I do think the underlying point has some validity -- that is, the RP Team's rankings (and these moderator rankings which look to be based on the RP Team's lists) are not closely enough tied to actual gameplay. That's one reason why, before I suggested junking the rankings lists, I spoke to some players about the possibility of ranking countries from most to least powerful and doing away with the 'strong,' 'weak,' and etc categories, and also not bothering to rank countries that don't actually RP because the players in those country don't care and they don't interact with any RPers so no one else cares either. Axxell's suggestion of doing away with the set number of countries per category would also be an improvement.
But Aquinas and Reddy have decided to go ahead with this setup, and despite its clear flaws, Aquinas and Reddy have improved it a bit during this player input discussion. So given that this is what we have to work with, I just can't see how Rildanor warrants a bump on the strength of a few days worth of RP. If Rildanor does get bumped up though, I don't think Cobura is the best candidate for demotion because even though Cobura hasn't done prominent economy RP on the forums recently, Cobura
does RP, which is more than several countries in the Strong and Very Strong categories do. Dankuk or Luthori might be better candidates.
