Fairly certain it will always remain perfect, I believe it was a feature left undeveloped though one of the older guys might be able to give you some more about that.
That's correct. Whatever role it once had, or was planned to have, it doesn't have any role now.
It seems to me, though that it does have some role in determining strength of support.
New Parties, for example, will do worse with newly defined position than old Parties with long histories.
I am working on trying to figure out the Party mechanics through observation and mathematics. I am working out a way to fighure "Should hit vs. did hit." It will take several elections to get it precise, but once I have observed some and compared them with my predictions, I am confident that I could tell you all more about those coherency positions.
