Question about law definition

Here the thing. In our country someone has try to create a bill to change the law about exotic animal.

The thing is that there is a disagrement about the definition of the words ''exotic animals''. Is ''exotic animals'' supposed to mean ''a animal that came from a foreign country'' or is it a animal that is exotic from a objective point of view.

Please help

You can define it for yourself in the bill description.
You can define what qualifies as an exotic animal, and what doesn't.

As Siggon wrote, if there is any issue or dispute as to the meaning, you can always define this in a bill description. But for what it's worth, by default I'd suggest going with the opening sentence in the wikipedia entry for "exotic pet":

An exotic pet is a rare or unusual animal pet, or an animal kept within human households which is generally thought of as a wild species not typically kept as a pet.
