As the Colonel noted, Cildania is in fact Culturally Open, meaning that you are free to use whichever language, living or dead, for the nation name, in game variables, your party name, or your character names.
That being said, it would be a good idea to check out the
Cultural Protocols Cildania had before it became culturally open. As you can see in that bill, the most recent cultural update deliberately did away with Phoenician as the main language of Cildania and replaced it with the far more accessible Maltese language.
