I've proposed a cabinet to fill some empty positions and would like to change the parties in control of certain positions due to them negotiating in the debate, but I can't figure out how to change which party gets which Cabinet position. The only actions I can take are proceed to voting, add a proposal, and remove the bill. Adding a proposal doesn't help, and the proposal isn't ready to be voted on by the legislature. Am I doing something wrong, or am I going to have to remove the bill and propose a new one with the updated Cabinet positions?

As much as i know this game you have to propose a new one as there are no options to edit it next you should discuss with other parties before making proposal
