Keymon and Ulbrach

While de facto Kyoseon is supposed to have control of Ulbrach, it appears to be administered by Keymon. I checked and as far as I know there were no transfers of the province over to Keymon, so what happened? Is there anything I can do to reclaim it, or is it permanently under Keymon's control?

It's a glitch in Keymon's map, the small island you see at the left hand side of Keymon's map is Keymon itself. Keymon does not have any claim over any territory in Dankuk/Kyoseon, please do ignore that. Ulbrach is still apart of Dankuk/Kyoseon.
