Federalism axis

Hey, has anyone noticed how hard it is to maintain a "federalist" position in-game. I propose pro-devolution bills constantly and all the other parties usually vote against them, but somehow we're all unitarist-leaning!

I'd appreciate other people's takes and experiences and I'm wondering if there's some way of rebalancing this.
