Auditorii deleted this post in the Dorvik news thread. In a Discord message exchange, he explained that he did not want it in the news thread. I am posting it here in the hope that we might receive a response.
OOC: Having spoken to the players in the Luthorian government, none of us were consulted about this proposal to invest in Luthori. Do you not need to seek the permission of players in the country before doing something like this?

Haldor, Greater Kordusia - Vice State Chancellor Florian von Voll, a descendant of the legendary Dorvish President Bonifaz Voll, who was later awarded the hereditary Count of Voll title, announced that the Dorvish Foreign Economic Council would be providing, collectively, nearly $5b LOD in grants and low-interest loans across Terra. The Vice State Chancellor noted that the recipients of these grants and loans would be Dundorf ($1b LOD), Luthori ($500m LOD), an already agreed upon $1b LOD to Hobrazia with an additional $500m LOD aimed at infrastructure development, Baeguk ($1b LOD), Davostag ($1b LOD) and would be coming from the Foreign Capital Fund of the Foreign Economic Council. "Dorvik has always been a partner in investing and assisting nations that are established or developing, we do not seek to exploit or profit, we simply seek to build and create partnerships across the globe." Dorvik has invested considerable sums of both public and private investment into Dovani, namely Baeguk where the Dorvish trade has increased nearly ten-fold over the past several years since a trade agreement was signed with the government of the nation. The Dorvish financial services sector has found themselves awash with clients from across Dovani, notably those from Great Bae. This increase in trade has lead to increased talks about a West Dovani Union (WDU) trade deal with Dorvik, a major win for the Dorvish and West Dovani Union economies.

The announcement by the Vice State Chancellor comes at a time when world affairs have radically altered, notably once stalwart allies and friends have succumbed to being petty and turning their backs on allies for the sake of alleged short-term gains. The Vice State Chancellor alluded to this but did not expand further; it is unlikely that Dorvik is going to really address the collapse of the alliance with Beiteynu and the so-called "betrayal" of Lourenne any further. Voll went on to expand that the Dorvish were interested in re-developing the Artanian Union and would be working with several nations within the AU to discuss this, notably Luthori and Dundorf. The Vice State Chancellor also noted that he would be attending a state visit between Dorvik and Dundorf in the coming weeks to discuss continued cooperation between the two nations who share a common history and are closely linked by cultural heritage.

The Dorvish loans and grants are focused on indirect management of these loans and grants, they are aimed at providing oversight through the Foreign Economic Council and the Dorvish Trade Commission with minimal interference. These loans and grants are aimed at providing guided Dorvish investment into the aforementioned nations. While the 75% of the money will be indirect management grants and loans, the other 25% are generated through promises of private corporations that will begin investments into these nations. For instance, despite recent competition with the Luthorian auto market, Dorvish automakers Auti and Bredemegen Motor Works (Dundorfian: Bredemegenische Motoren Werke AG) announced the opening of plants and the beginning of sales in the nation after a brief hiatus. The same is true for the foundation of several new plants in Dundorf where they will compete with the likes of Mittermeier-Biel AG, one of the most prominent automobile manufacturers in the world and dominates the Dundorfian car market. The private branch of the investment will be lead by corporations such as hotel and casino operator Baden and Baden, multi-national conglomerate Ebner AG, BismarkPaulus AG and others who continue to operate out of the Dorvik and Artania. Dorvish Airways, the national flag carrier of Dorvik, is investing a considerable amount of its capital in the development of new terminals for travelers in many of these nations with the largest investment being in Baeguk where they are investing nearly $7m LOD in the renovation of a Dorvish Air terminal and wing in Gongmando's central airport.

For future reference, we never received a response to this query. As far as we know, Auditorii unilaterally decided to produce this piece of role-play without the consent of the players in Luthori.
