I'm afraid that is quite impossible. However, you're more than welcome to explore the list of nations and their cultures here to find a matching fit to your liking. The nations on the game map that are to the east are what we call the forum-based countries (here) which may not be playable in-game, but are available for players to "take over" and roleplay. Forum-based countries are a little bit strict in terms of what you can do, though feel free to explore.
