It definitely isn't, a social safety net is definitely a great concept. And they just recently became quite high, in the last 5 years or so, coinciding with the rise of far-right nationalist parties in Europe, such as the National Front. That said, Scandinavia is still by far the most welcoming region for immigrants in Europe.

That's true, definitely compared to Marine Le Pen or the Pegida protests in Germany the mild xenophobia in some Nordic countries is basically nothing.
