Taxes that are too high on any segment of the population ultimately stifle economic growth and eventually backfire on those they are supposed to help. IMO, no one, not super rich or dirt poor should be taxed more than 40% of their income.
However, I feel that as the economy changes, we need to move from income based taxes to consumption based taxes. In the US I would favor introduction of a national sales tax, a natural resources tax (whereby a company or business is taxed on natural resource development), a VAT and a carbon tax which would replace capital gains, the payroll tax, the AMT and hopefully enough left over to see the lowest brackets moved out of the income tax while bringing rates down for everyone.
