I agree, there are probably aren't any countries like that. I had thought that you were targeting capitalist countries with very small welfare states like those you get in the Far East or even the US itself. I can't really comment on Keynesianism being capitalist or not, I only know the very basics about it. I think you are probably right on that.

In a post-slavery/post-colonial society, where class was directly based on race at a point, class borders are generally along racial lines. You can see that in South Africa, all of Latin America and the Caribbean, and even the USA if you check out their income by race.

My view on class borders is that I think the class system is more of a result of human nature rather than ideology. It's precisely because humans are too flawed to implement any ideological system correctly that you end up with social classes whether in a socialist, capitalist or mixture of the two system. That's what we see in most post-colonial regimes, most of the ruling class have simply dislodged or joined the wealthy upper classes, largely ignoring the needs of the very marginalised people who put them in power except at election times. Oh SA's Zuma will dance and sing with his impoverished cadres at election times so much you would forget he built an $25 million palace complex with public funds which could have been used to build thousands of low cost housing units for the very same impoverished cadres.
To live outside the law, you must be honest.
