The user has not been active for several days, has not participated in any RP and has not voted on anything ever.
At this point he's just taking up space other potential players could use.

Most parties in Jakania are totally inactive.

This one has not voted on a single bill since joining weeks ago, and not won more than 0.1% in any one of four elections. I think that qualifies as "party sitting", right?

This party generally only logs in only once every 3-4 days and only ever votes on bills during that short active period. The party does not remain online for an extended period of time. I read somewhere that this is some form of party-sitting and would like confirmation and/or some guidance on how to resolve this situation.

This does not constitute party sitting as voting on bills is considered as an indication of an active player.
