Three days in this context means three full days (i.e. seventy-two hours). If you log in at 11:55pm on Thursday then you won't be inactivated until 11:55pm on Sunday at the very earliest. Exactly when you are inactivated will depend on when somebody next logs in to the Moderation in-game account.
In this case I think you may just have misremembered the timings, the early elections bill was proposed in August 4803 (the early hours of 19 August) and your account wasn't inactivated until the afternoon of 24 August.
