Shouldn't Kafuristan show up as affirmed? Also the link is to the old CPs.

I'm confused about what you mean. If you look at the Cultural Protocols Index, Kafuristan comes up as red (ie. its Cultural Protocols have been affirmed). And the link is to most recently approved Cultural Protocols for Kafuristan (ie. these).

Aloria's Cultural Protcols have been affirmed. Since they are an exact copy of the existing Cultural Protocols, there is no need to replace them.
