Oddly enough, it seems that the current accepted version of the Cultural Protocol is this one (accepted here), a bill which never passed (currently in the debate stage). Unless I'm missing something.

In any case, differences from the current version:

* Slight decrease in number of Brmeks and increase in number of Kathurans, accounting for ongoing minority regime
* Slight decrease in number of Israis, increase in number of Halawis and Abadis, due to pro-Halawi policies of current regime
* Ecclesia Barmenia and Barmenian Apostolic Church merged, due to this RP
* More details offered that would hopefully make the CP more accessible to new players, and language and naming links provided

Yes, the situation with the acceptance of Barmenia's previous Cultural Protocol was a little unusual. A special exception was made at the time, due to a player being confused about how to do a Cultural Protocol update.

The link in CP bill is the same link that was in the previous CP bill. Ignore it.

Changes:

8% increase in Arkhe followers, given the fact it's been endorsed by the government for well over a century now.

5% decrease in Tokundians and a corresponding 5% decrease in TPC followers. (I had some roleplay planned to go along with this, but I never got around to it. I plan on doing the corresponding RP later, but for now I kept the change at the 5% justification threshold.)

Small increases in the Mallan/Irkawan population owing to the Zardic refugee crisis. I also made a small change to the wording in the description of the Irkawans that gives a bit more leeway in depictions of their appearance.

The changes in religion membership are drastic. The reason is that religion has been banned continuously for more than 70 years and for shorter periods several times before that. Also bear in mind that the old Protocol dates back to 3471.

Those proposed changes to the religious demographics are indeed drastic, increasing "No religion" from 40% to 78% and reducing the Ameliorite Church from 51% to 17%. To be honest, it is looking like a very tall order to approve those changes in a single update. Can you provide any role-play justification for these changes, in the form of bills, news posts on the forum and so on?
