This counts as an affirmation but not an update.

Unfortunately you will have to pass it again as it is quite obvious by its format and title that this is of a bill to justify an update to the cultural protocols rather than to actually update them. The proposal is also quite incomplete. Please pass another one with just the update in it with not only ethnic but religious and linguistic demographics as well.

The Game rules have not yet been revised, even though it is Moderation's intention to do so. Thus - that will depend on what new rules we agree establish together with the Particracy community. The proposed rule change is simply that - a proposal, though if it were to become game rules, that would indeed be the case - except where two thirds of the country’s players with seats pass a motion nominating the country as a candidate for culturally open status.

As you say, the Game Rules have not yet been revised, and right now they outline a specific procedure for affirming Cultural Protocols. Cobura's players have followed that procedure, and a Moderator has just confirmed the affirmation as valid. The Game Rules currently tell players that if they do an affirmation, they guarantee the Cultural Protocol carries over into the next Cultural Era.

In all fairness, isn't there a case for saying that pledge should be honoured? If there is any doubt as to that, I would recommend making an immediate announcement about the new doubtful situation re: affirmations and putting an explanatory note in the Game Rules. Otherwise players will get confused, especially when they hear Moderators announcing affirmations on this thread.
