They do not meet the requirements of section 16 of the Game Rules, specifically:

16.1 In order to become official, Cultural Protocol updates must first be passed in a bill supported by a 2/3rds majority of all players with seats (not just those with seats who vote) and over 50% of the seats in the legislature. Also, at least one of the players sponsoring the update must have been currently continuously active in the nation (ie. no inactivations) for at least 1 month.

16.6 Cultural Protocols bills must provide descriptions of the cultures, languages and religions which would be easy for an unfamiliar player to understand (eg. "Dundorfian = German"). Where appropriate, they should also provide guidance to players on where to find help with translations and character names. This might include, for example, links to Google Translate, Behind the Name's Random Name Generator and Fantasy Name Generators.

The same goes for me as the guy above; I have not been active continuously in Kalopia-Wantuni for a month. Nevertheless, as the country is the only one with a Greek theme, I feel it is important that it does not become culturally open. Therefore, an updated cultural protocol can be found below. Then you, as moderation, will have to decide on whether to accept it or not. It doesn't contain any major changes:

As you say, none of the supporters of that bill have been continuously active for a month or more, so it can't be accepted as an affirmation or a Cultural Protocols update.

The demographic changes look fine, so far as I can see.

The link to the rules is outdated. I recommend providing links to the Game Rules (viewtopic.php?f=11&t=6363 ) and the Cultural Protocols Index (viewtopic.php?f=11&t=6365 ).

Also, bear in mind the requirement to provide help with character naming and translations:

Those are Istalia's current Cultural Protocols, which are currently enforced and are fine at least for the time being. However, if you want to guarantee Istalia continues to be Culturally Protected beyond May 1st, then you need to affirm your Culturally Protected status by passing a Cultural Protocols update. See sections 15 & 16 of the Game Rules for more information on this. You will notice that some of the requirements for Cultural Protocols updates are different from what they were before.

That counts as an affirmation. As per the rules, we have to wait 48 hours before the Cultural Protocols update can be approved.

Can you explain what has happened to the Jelbaniens? They make up 15% of the population at the moment, but do not feature at all in your proposed update.
