Thus - that will depend on what new rules we agree establish together with the Particracy community. The proposed rule change is simply that - a proposal, though if it were to become game rules, that would indeed be the case - except where two thirds of the country’s players with seats pass a motion nominating the country as a candidate for culturally open status.

As you say, the Game Rules have not yet been revised, and right now they outline a specific procedure for affirming Cultural Protocols. Cobura's players have followed that procedure, and a Moderator has just confirmed the affirmation as valid. The Game Rules currently tell players that if they do an affirmation, they guarantee the Cultural Protocol carries over into the next Cultural Era.

In all fairness, isn't there a case for saying that pledge should be honoured? If there is any doubt as to that, I would recommend making an immediate announcement about the new doubtful situation re: affirmations and putting an explanatory note in the Game Rules. Otherwise players will get confused, especially when they hear Moderators announcing affirmations on this thread.

As Selcru said, the rules have not been amended yet. As such Moderation is still bound by them. There is nothing "doubtful" yet since we are still holding a consultation . It would probably cause more confusion if we did what you propose. Once the consultation is over and the rule change is implemented, we will notify each country. The consultation is not just for show and we expect and hope to decide based on players' contributions on the consultation thread and elsewhere.

Confused here.

So does that mean Cultural Protocols which are affirmed now will be guaranteed to carry over into the next Cultural Era (beginning Aug 31, according to what you've just quietly slipped into the Cultural Protocols Index)?

It means that the rules stay in place and are enforced the same as any other rule until when they are amended.

Is that a no? If so, then I respectfully request Moderation reconsider announcing Cultural Protocol affirmations it is not committed to honouring.

Moderation declines your request as we are bound to observe the Game Rules like anyone else. Currently the rules provide for affirmations and that is what Moderation will do, affirm.

You need to update the Cultural Protocols Index to reflect the update. At the moment, Cobura's entry is linking to the previous CP bill instead of the one that has just been approved.

Ah thanks for that reminder.

NOTICE: Cultural Eras have been abolished and as such updates will no longer be considered to be affirmations nor will newly created Cultural Protocols be automatic candidates for Culturally Open status.

M.

iii. To remove a current Culture Protocol users in a nation should pass a bill with the support of a two thirds majority of players with seats, clearly stating their intentions and containing no other articles, then notify Moderation in the Requests for Culturally Open Status Thread.
