certain bugs:

Rutania: Old government proposals do not go away.

Social Republican P of Rutania: I didn´t get any quota proposals for 3 days; lots of my articles are currently being voted upon, but this is irrelevant; I have only 2 left and should get 6 per day. Please give me my quota.

possible bug: Suddenly everybody has turned unitarist in Rutania, even those who always voted for devolution; maybe something wrong here.

BritishLad, the reason you can't vote on the bill right now in Vorona was because you were inactive when the bill was sent to a vote. You should be able to vote on other bills.

I think its happening again...suppose to have elections in July 3297 and they moved back a month.

This happens every election, they'll still occur, but it takes a while for the game to do all the calculations, etc. If they haven't occurred by the end of July, then you have an issue.
