Beluzia Cabinet Law???

In Beluzia, a cabinet law had more than 50% of the Assembly but it still hasn't passed.

Could you find a possible answer?

There are a lot of recently defeated cabinet bills in Beluzia, so I'm not sure which one you're talking about. However, there are two likely reasons: either you had more yes than no votes, but not 50% of the legislation (which includes the abstaining parties' seats); or you didn't get a positive vote by one of the parties who'd be part of the cabinet. In both cases, cabinet bills will be defeated.

The problem is just like this one. I have been watching Beluzia.
Sometimes a party was controlling the head of state, while the other parties tried to form a cabinet that the head of state didn't want to be passed.
