In Sekowo, somehow a party that does not control the finance ministry managed to propose taxation and budget bills. If this is not a bug, is it not in fact a rule that you have to be the minister of finance in order to propose a budget?

Also (and maybe this is related) this made me check on the government. And then I saw that for some reason our cabinet proposal didn't pass, even though it got 700/700 votes.

Now, I notice that the Sekowo Militarianism party abstained - they are a new party (and don't seem to be very active, not sure if they will stick), but to include them I gave them a ministry or two. Is the fact that they abstained why it didn't pass? I had assumed when everyone with votes voted for it that it would pass, and hadn't noticed that it didn't pass in the system until now. And does that have anything to do with how the National Conservative Party managed to propose budget and taxation bill?
