Very odd indeed. Could you possibly try to pass it again and hopefully it was just some one-time glitch?

Finally figured out why it failed. The party that was controlling the Head of State (in this case, the "Steward of the Realm") the People's Democratic Front did not support the bill. Since the Head of State is counted as a member of the Cabinet, a Cabinet bill can only pass if it is supported by the party controlling him/her, since in order to pass a Cabinet bill has to be supported by all of the included parties.
