How do I fix Jelbania?

I won an election across all of Jelbania with 70% + of the vote and a majority in every single region. I have appointed a Cabinet but moderation says our national parliament and my govt only rules over one of the 5 regions and that the others are insependent except foreign policy.
They can't even tell me what the laws are for things in the other regions or who their prime ministers are. I have no idea what is going on accept Vanuku and Deltaria are somewhere in control.
Please tell me how to put Jelbania back to normal, I want to play it like a normal country.
