Budget Panel/Cabinet Bug

Dear Moderators,

I am writing to inform you that a player has reported a bug with regards to the budget panel for New Endralon, that allows his party, despite not being a majority party or in the cabinet, to propose budgets. This player has utilised this bug to stage wildly illogical and drastic roleplay as well.

I'm pretty sure that this affects all nations. Executive Actions are accessible to anyone (even parties from other nations) not just the player who controls the respective ministry as was apparently originally intended. I think it's not so much a bug as rather a part of the game mechanics that was never completed. I doubt that anything can be done about this. And there is nothing in the rules that forbids exploitation of this bug/limitation. Voting his proposal down is probably your only recourse.

I thought only cabinet members could propose bills from the executive actions page. I know that the screen is accessible but I thought they aren't able to do anything to change the actual actions...

That's not a bug, it's what happens when the Structure of the executive branch is changed to "The Head of State is hereditary and symbolic". The HoS becomes fixed with the name of whichever character was last elected, with no party controlling it. This is why the most common way of establishing a monarchy is to have "." elected as head of state while including the actual name and title of the monarch in the formal title of the HoS.
