Bill instantly "defeated" after proceeding to vote?

This bill automatically was instantly given "defeated" status as soon as it was put to vote. http://classic.particracy.net/viewbill. ... lid=589484 What could cause that?

If you recently had elections, sometimes bills that are proposed immediately (30 minutes or so I've seen, but usually 10-15 minutes after elections) following elections are defeated due to a mechanic with the game. As mentioned in the parenthesis, I'd wait 10-15 minutes and then propose bills following an election.
