Bill not passing in spite of majority

This bill was supposed to be passed as parliament's majority was for the bill.

You can read in the bill where it says Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Therefore you cannot pass it with your party alone.
