Bill Amending Constitution Passed with 0 votes

Bill should require two-thirds of the legislature to vote in favor, but both voting parties have 0 seats. One votes yes, the other votes no. The bill passed.

That is unusual, however there is little that can be done. Development of Particracy has ended for nearly a decade now.

There is a likelihood that the no vote triggered the equation to count the yes vote as 2/3rds, setting the condition to true and therefore passing the bill. I might be completely off base here. Might be worth to attempt to replicate this scenario so we can see what's what.
