PII Ratification Process

Feel free to redirect me if this information is available elsewhere, but I thought I would ask, how is the process of regional 'ratification' supposed to work in Particracy II? Is it working yet? The 'map' of ratification on the bill I'm worried about is so far blank, as you can see, http://alpha.particracy.net/Bill?bill=8684 ... has anyone else gone through the ratification process yet that could tell me more about it, or is the mechanic for it not 'in' the alpha yet?
