Decades of single party rule comes to end as new cabinet proposal approved

Today it was confirmed that President Victor Bennots' cabinet proposal had passed through the National Assembly, bringing an end to the strange limbo that has consumed Kalistani politics over the past seven months. Several unsuccessful attempts to form a government had been tabled by the President with each reaching different sticking points, but it was the U-turn of the Kalistani Free People's Movement on sitting in a coalition which ultimately served as the catalyst to get a deal done. Less than two months ago, James Harrison (the leader of the KFPM) gave an interview to the party's newspaper, the Kalistani Free People's Press, in which he appeared to rubbish any chance of the party working with the Socialist Party of Kalistan because of their ideological differences.

The sudden change of heart is rumoured to be a result of extensive talks between key figures in both the Socialist Party and the KFPM, in which they agreed to form a two-party cabinet together in order to stabilise the Kalistani economy and allow the National Assembly to focus on law-making. It saw the KFPM given several influential ministries within the government, the most significant of which was the Premiership. This office will be filled by the party's new Deputy Leader Luca Curti, sparking heavy debate in and of itself. Curti is a divisive figure in the KFPM and was a surprising appointment by James Harrison, however he might have been crucial in getting the KFPM into government: Curti was a member of the SPoK for several years before switching allegiances just weeks before the January elections. Although he never rose the ranks to become a minister during his time with the Socialists, he was an outspoken supporter of many of their policies and it may have been his prominence as part of the negotiating team which allowed the two parties to reach an agreement. The other ministries which the KFPM captured were Trade and Industry, Science and Technology as well as Infrastructure and Transport. The rest of the cabinet was filled by the SP, although it was a new generation of Socialists. Neither party, perhaps understandably, could provide us with a comment before this issue went to press.

The new cabinet also condemned the Kalistan Libertarian Party and the AKIP to an immediate future in opposition despite coming second and third respectively in the popular vote. Although with suggestions of an early election refusing to die down from across the various parties, this might not necessarily be for a full term. The immediate role of the opposition will presumably be to scrutinise the ongoing negotiations within the government over the Organisation of Drug Exporting Nations. Whilst there has been significant progress on the matter, it remains the issue which could yet threaten the cabinet's unity and the opposition will likely be keen to play on this.

Overall there is an air of quiet confidence around Kalistani politics that the country might finally be able to operate as a multi-party democracy to provide real choice for the Kalistani people. This feeling has existed many times before, the question now is how long it will last...

President of the Republic waves as the New Republic comes into existence at a Midnight Observance in Kaliburg

The Signature legislative act thus far in the era of Divided Government has been the abolition of the Empire. Long left to decay and dust (The Last formal Emperor, Charles Ananto IV died more than 250 years ago,) the four major Parties of Kalistan worked together to finally put an end to the centuries old institution. The features of the Law including the restyling of the Republic, to abolish the last nominal vestiges of Empire, as well as the formal abolition of the Nobility. Government sources indicate that this act affects very few individuals in Kalistan, as the only people who even claim nobility are involved in various Societies for Creative Ananchronism, and LARPing communities across Ananto. The formal abolition of the nobility essentially means that those who styled their names with the Hyphenated "Ananto" or "Reynolds" may now no longer claim some privilege in doing so. Those who adopted the more modern "Bennots" "Carrangus" or "Howard" hyphenations have always traced their family heritage through marriage and birth, but have never claimed any sort of noble status. Other hyphenations which became famous as the Empire became decadent have long since disappeared from common usage.

The President of the Republic addressed a large crowd to mark the occasion. His remarks were brief and unsentimental. Below is a Transcript of his speech marking the end of the Empire.

"Comrades, Countrymen and women, Citizens of Kalistan, Good People Assembled, Members of the New Unity Government, Members of the Press, Assembled Dignitaries. I greet you all. Before the end of this speech, a long overdue change will have occurred. This speech marks the last Speech of a sitting President of the Imperial Republic of Kalistan [The President paused while the bells in the clock struck midnight] and the first speech given to you by a President in a full Republic of Kalistan. We have finally swept away the last vestiges of the Empire, once and for all. We have vacated all titles held by nobles, and have abolished all privileges of Nobility. At least, in Kalistan, we have eliminated the last formalized forms of inequality in our society. Now, the only things that differentiate Kalistani Citizens are the things they do. There is no longer any hint of favoritism in our law. The Empire is gone, and we are better for it.

"Let us pause a moment to reflect on what this means. For most of us, when we wake up in the morning, nothing will be different. The Empire is so far removed from our consciousness that it actually only affected a small sub community who spent their days pining away for the days when the Emperor will return and re-establish the Nobility in Kalistan. They would engage in vast, and at the end of the day vapid intrigue, quite below the awareness of anyone, which affected only themselves. They had their own casinos, their own bushiness, their own courtly gestures, and their own hierarchies, which nobody who was outside of the nobility could begin to catalog, let alone fathom. Their association was akin to a secret society which had no power, nor any ambition for power, and yet, not a day went by in the capital when all of us would not meet one of these individuals who, dressed in some strange and arcane fashion, would take just a moment of their time to issue some snobbish missive about the peasants in their path before carrying on with their game. We do not doubt that they will continue to act in such a manner, and it doesn't hurt anyone or violate anyone's liberties, but we will not be condoning their behavior in our laws.

"The real effect of the change will be felt abroad. I will be asking the Premier to propose a redesign of Kalistan's currency to remove the last symbols of the Empire from the specie. Our abolition of all titles associated with nobility in Kalistan also directly affects the claims held by other nations. Already we have heard word of some irritation from at least one claimant to the throne of the 'Khan of Kalistan'. This act abolishes that 'throne' and that title for once and all. We will remove all references to the Empire across the Republic and replace them with the new Style of Kalistan: The United Republic of Kalistan.

"Kalistan is now embarking on the Seas as a Full Republic, with the last vestiges of hereditary privilege washed away. Long Live the United Republic of Kalistan. We wish you peace and happiness."

Fireworks, both Man-made and Natural, light up the skies around Kalistan as the New Republic is celebrated

The assembled crowd rose in a cheer for the birth announcement of the New Republic. There were several Chants of "Viva!!" which quickly spread around the hall where the President was speaking. Outside, the birth of the Republic was marked by gunfire and fireworks, which begun at 5 minutes after midnight across the entire Republic. The celebration continued late into the night, but in Kaliburg, it was concluded by the weather- At 4am, a severe Thunderstorm broke out over the capital region which was unrivaled in memory of Kaliburg's citizens. More than 4 inches of rain fell in just over 2 hours and eye witness reports said the lightning was so frequent that the sky over Kaliburg appeared to be lit by a strobe light, while the thunder was so frequent that it kept up a roar overhead for more than a solid hour. It was as if Nature herself was joining in the Celebration. Citizens awoke to find that the storm had passed, and those who rose early enough were greeted by a rainbow stretching from horizon to horizon in the Western Sky.

Shall We Do That All Again?
Fears of a repeat of the last eleven months emerge as the KFPM launches a bid for fresh elections

Shock, optimism, surprise, elation and fear were just some of the feelings expressed by members of the Kalistani general public when the Kalistani Free People's Movement announced that they wanted to hold early general elections less than a year after the January 4056 vote which caused so much division within the National Assembly and around the country. With this in mind, what could possibly lead the KFPM to think that another round of votes was a remotely good idea?

It was around three months ago that the President was finally able to establish a new cabinet in a historic deal between the KFPM and the Socialist Party of Kalistan which brought an end to the SP's decades of dominance of the government of Kalistan. Since then, voting has concluded on several bills and the Assembly is currently debating a further three: the New Oden and New Deal for Kalistan, both proposed by the KFPM, and the Free Market Act 4056 (which will ironically be passed no earlier than 4057 now) put forward by the Ananto and Kalistan Independence Party- formally the Ananto National Party. This is significant because it means that no bills would have their voting reset if early elections were held, which could have been part of the reason why the KFPM waited until now to propose them.

The cabinet itself was never going to be a long term fixture of government, it was designed as something of an emergency measure from both parties in order to restore faith in the National Assembly but premature elections would throw the entire dynamic of Kalistani politics into the spotlight once again. In particular, the role of the KFPM has been the subject of much discussion and bemusement over recent months: before January 4056 many saw them as an ally in government to the Socialists but the immediate aftermath brought that into question. There was a short period where they indicated they wouldn't work with the SPoK in coalition but they have since reversed that position. At a party rally in Neveras District, where the KFPM achieved 28% of the popular vote in January, Premier Luca Curti had this to say on where his party fell on the political spectrum:

The KFPM was a movement established to empower people from across Kalistan of all creeds, colours, religions, political beliefs and whatever else. The ultimate goal of our movement was to produce a society that works for the people that it serves in order to provide them with the best possible standard of living they can achieve. Sometimes- in order to achieve this- we will have to work with the right. The likes of the AKIP and the KLP are in agreement with our party on very few issues, but on things like transitioning to a more market based economy, enforcing the rule of law and reducing crime, we know that we need to co-operate with them. Likewise, when dealing with issues of protecting individual liberty, preventing the destruction of our magnificent natural environment and opposing the exploitation of those at the bottom of society by greedy capitalists, we know that we have to work closely with the Socialist Party of Kalistan.

I could go on and hammer the point home but I think it could be summed up succinctly like this: we are a movement that works for the people and as the wants and needs of the people change, so therefore, must we. We aren't Leftists, Communists or Metzists. We aren't Rightists, Conservatives or Fascists. We aren't even Centrists, Liberals or Libertarians. We base our policies in pragmatic terms, on what the people require; not in ideological political dogmatism!

The view on early elections of the other parties in the NA are currently unclear but perhaps all four major parties in Kalistan will think that they stand to gain from another round of voting...

Comrade Carrangus is not amused by the Proposal for a New Election, referring to it as a "Stab in the Teeth" during Question Time

The exuberance surrounding the end of the Republic was short lived. The New Government has barely been in place one season and the first legislative Act of the new Premier is to call for new elections.

"Of course the SP will do well in the next election. The People's preferences haven't changed in relation to the voting record. But a new election means a weaker SP, and a relatively stronger opposition. What we thought would be stability will turn into this business all over again. This really is exhausting." The Secretary told Izquierda.

The SP has weighed the option of resigning in protest, but the General Secretary was curt when asked, "We will wait to see how the bill fares. I suspect there may be something the People's Movement hasn't considered with the hasty proposal. We'll see."

Naturally, several of the Party's more radical elements were appalled by the General Secretary's hesitation. District Secretary from Neveras, Henrietta Silva, said "Huh... this is typical. The Socialist Party of Kalistan gets punched in the face, '...stabbed in the teeth' as Carrangus said, and turns the other cheek to ask for another. If this Bill goes through and the SP loses seats as a result, you can bet we are going to have the head of the General Secretary first!" The District Secretary leveled other missives at the General Secretary, which Izquierda has opted not to Print, but it would seem that this call for new elections so soon after the last ones has led to more chaos and instability within the SP than without.

As divisions continue to grow in Kalistan, the KFPM shows signs of a division of its own

It has now been a full twelve months since the election which rocked Kalistani politics and the rift which has split the country since that day continues to grow; now it threatens to split the Kalistani Free People's Movement...

At the KFPM annual party conference in December there was a mood of almost tension, certainly not befitting of a party which not only controlled the premiership but had done so despite coming last in the popular vote. It represents the wider mood in the party at the current moment, one of growing opposition to the sitting National Executive Committee among a certain sect of the membership- specifically the Left. The fears of the Leadership had been temporarily eased when Deputy Leader Luca Curti delivered a stirring speech in which he explained that the movement transcended the political spectrum. In spite of this, many are still calling for Harrison to step down in order to make way for youthful, Left-leaning leadership in the form of Curti and close friend Francesca Totti.

The rows will serve to further discredit the KFPM which, increasingly, appears to be a party without a distinct identity; the policies and direction of the party seems to be defined primarily by whomever happens to be leading it at any given time. The frail coalition agreement they have with the Socialist Party of Kalistan almost disintegrated following the call for an early election, which they have subsequently changed their minds on and it only served to legitimise calls for a new leadership. Curti is currently the most likely to lead any coup to overthrow Mr Harrison but other names have been tipped: the aforementioned Francesca Totti, Infrastructure and Transport Minister Ella Ferrero and even ex-Leader Karen Omobo are the other leading candidates.

The constitution of the Kalistani Free People's Movement outlines clearly that the Leader can be removed from their office, officially known as the Chair of the National Executive Committee, 'if the majority of the National Party Conference expresses no confidence in them through a democratic ballot of members' after which a leadership election would be held. Now the question moves to whether anybody high up in the party is willing to table that motion of no confidence. With a membership of 800,000 people across Kalistan its inevitable that somebody is bound to propose a motion but only a member of the NEC would be able to push through a ballot on the matter.

We managed to speak to Francesca Totti, who was demoted from Deputy Leader to Environment and Tourism Spokesperson following Harrison's election, about whether she would nominate herself in a leadership contest;

It wouldn't be fair to comment on the next Leader of our party whilst our current one is in place, as long as James Harrison is the man in charge of the Kalistani Free People's Movement I will support him. If a situation arises in which the leadership became vacant, well then I would have to consider my options but I don't wish to offer any further opinion on the matter.


More moderate voices in the party, who support Mr Harrison on account of his vision for a more liberal economy, have threatened that if a left-winger were promoted, the movement would fall apart completely. This concern might prove crucial in keeping him in power as many members are afraid of the consequences that a vote to oust Harrison would have on the party's future, with several figures- including Trade and Industry Minister Manuel Provenza- threatening to leave entirely. At any rate, the turbulent times which the Kalistani Free People's Movement look set to continue well into 4057...

Long serving Socialist Party member's death comes just hours after dedicated and charming leader of the AKIP fatally wounded in car accident

As many Kalistani citizens drifted off to sleep on Thursday, the National Assembly had continued on into one of its increasingly common late evening sessions. It was officially 23:48 when the days business was finally concluded and the final remaining members left for their homes. Tragically, AKIP Leader Tim Perkins would never reach his...

As his car drove through across a junction in downtown Kaliburg, it was struck by a speeding van driving through a red light- the driver of which is believed to have been under extreme influence of several mind altering substances. Everybody involved in the collision has since been announced dead, including Perkins himself, his driver, his personal assistant as well as the driver and passenger of the van. The accident has caused many to call for tighter drug regulation and was particularly distressing as Mr Perkins was departing from a National Assembly session in which he had argued strongly for unilateral Kalistani withdrawal from the Organisation of Drug Exporting Nations, which he blamed for a rise in crime across Ananto and Kalistan.

The KFPM and SP immediately offered their condolences to the family of Mr Perkins and the next day in the Assembly was reserved for members from across Kalistan's various political organisations to offer their own personal tributes. As a symbol of solidarity against the horrific behaviour of the killers, politicians from all parties sat together with one another rather than the usual division of government and opposition. The respect that Perkins demanded across party lines was demonstrated when the KFPM proposed a statue be erected in his honour and the bill passed unopposed.

Just a few hours later, though, there was more sadness when the Socialist Party confirmed the death of Etta Davis. Like Perkins, Davis was dedicated to her political beliefs and stood up for them at every opportunity. She lived until the age of 97 and will be sorely missed by the extensive, loving family she leaves behind. At times like this it is important to contemplate the bigger picture and Kalistanis never cease to disappoint in their ability to come together to support each other.

In preparation for the National Assembly elections in twelve months time, the Leader of the Kalistani Free Peoples Movement has proclaimed he will reshape the party. Since its foundation in 4052 as the Free People's Movement the party has remained somewhat the same, with the only slight change being the addition of the prefix ‘Kalistani’ to distinguish it on the world stage. That changed today though when Luca Curti announced the formation of the Labour Party of Kalistan.

Luca Curti's leadership has been extremely controversial so far with many accusing him of a shift to the left

This has caused enormous controversy in the National Executive Committee, with many declaring it a betrayal of the party’s traditional independence from the left-right dichotomy. In spite of this, it is a hugely popular decision with the rank and file members of the party; we spoke to one man who said: “maybe we will finally rid the party of the capitalist traitors who managed to seize power not long ago”.

The decision can be seen as the final stage in Luca Curti’s plans to revolutionise the party and forge closer ties with the Socialist Party. The process began with a leadership coup against James Harrison, a proponent of a market economy and a representative of the right of the party, which was closely followed by severing ties with the Ananto and Kalistan Independence Party. Then came the removal of Article 12 of the Party’s constitution which prohibited the NEC or NPC establishing a paramilitary, this allowed Curti to establish the Kalistani Free People’s Army. Already a new group has been established entitled ‘the Real Kalistani Free People’s Movement’, although it has a membership of less than 1,000 compared to the 1,000,000 of the new Labour Party.

The overhaul of the party comes just in time for campaigning to begin for the National Assembly elections in January 4059 and Curti will hope that it will boost support and allow him to increase his share of the vote in the first election under his leadership. As well as a new name, the party will have a new logo, the official party colour will change and the Kalistani Free People’s Press and Kalistani Free People’s Army will become the People’s Press and the People’s Army.

The Speaker of the Socialist Party, Fredricka Carrangus-Howard has sure changed her tune over the last year. The General Secretary of the SP gave the keynote addess Wednesday at the Progressive Club's annual "Bennots-Smith Luncheon", which served free lunch to more than 10,000 working citizens of Kaliburg. In the speech, the Secretary openly praised developments in the new Labour Party of Kalistan, who were, at the beginning of this term, bitter rivals of the SP. "It is true," the Speaker said in her prepared comments,
"The Labour Party has come a long way. But the sharp move to the left by Premier Curti and his Party opens the door for a much closer relationship between our two groups. We suppose, of course, that the LPoK will continue to pursue its agenda, but with a clearly leftist orientation, as well as the continued willingness to discuss and work with the President on important policies like ODEN and NSP, there is clearly a lot more ground that we can cover by cooperation than through competition. The LP will have its own constituency, of course. I imagine that a number of SP members will switch as the LP carves out its positions, but at the end of the day, as long as Kalistan is generally moving toward a more progressive direction, and the rights of workers and liberties of the Citizens are protected, the addition of the Kalistan's Left is a welcome development. It offers voters more choices, and frees the SP to specialize more in both cultural development of Kalistan and further development of our institutions."


The Speaker said she hopes to read a statement from the LP which outlines their legislative priorities before the Next Election.
"It may be a bit too late at just this moment, but I imagine in the next session, if the current government maintains the confidence of the Voters, and if the LP makes their platform explicit, we can work together to ensure that our efforts are not overlapping or cancelling each other out. I imagine President Bennots will recommend that the Premier Curti retain his job following the election, and a cabinet shuffle may likely occur at the bottom of the list, to give the LP more power in the Government, whatever the outcome. This is a positive development for Kalistan, and ensures progressive policies for the near term."

Ethical Socialism, the theory behind the SP, will be republished in time for the Books 1500th Anniversary.

The Speaker touched on other topics, one of the most important being the coming republication of the 2567 Book Ethical Socialism by theorist Edward Bennots, ahead of its 1500th Anniversary in 9 years. This book outlined the political theory which was later adopted by the founders of the Socialist Party. Ethical Socialism has been out of print for more than 100 years, but renewed interest in the work has led SP printers to begin the push for republication. A new, fully annotated Edition is expected to be released by 4066.

This morning the results from the national elections were finally confirmed with the Socialist Party tightening their grip on the Assembly. The real story though was how Kalistan has transformed itself from a single party state to a six-party democracy in less than a decade. The entire results are listed below:

Socialist Party of Kalistan (SPoK)- 25,674,134 (295 seats)
Kalistan Libertarian Party (KLP)- 15,757,976 (183 seats)
The Conservative Independence Party- 11,362,104 (133 seats)
Labour Party of Kalistan- 8,428,107 (98 seats)
The Kalistan Passion Party (TKPP)- 3,277,305 (40 seats)
Democratic Freedom Alliance (DFA)- 106,508 (1 seat)

It was an impressive showing for the Kalistan Passion Party and Kalistan Libertarian Party, with both increasing their share of the vote and consequently seats in the National Assembly. It was more disappointing for the Labour Party and the Conservative Independence Party who saw their number of seats fall. The Democratic Freedom Alliance gained their first seat in the Assembly which is a positive step forward but will ultimately provide them with relatively minute power. The Socialist Party, who had become accustomed to running unopposed in recent years, increased their number of seats but were still short of an absolute majority.

President Bennots delivers a victory speech in the early hours of the morning

In the Presidential race, the backing of the Labour Party helped guarantee that Victor Bennots returns for a second term. The results mean that he is likely to propose another Labour-Socialist coalition cabinet, as this would reach the 376 threshold needed to pass through the Assembly, although a unity cabinet involving all five major parties might be another option. Overall, there were no great shocks this time around and the focus will immediately turn to pressing on with government business- most significantly lobbying support for the new ODEN deal.

President Bennots returns for another term, and according to him, it will be his last

Following a landslide victory on the second ballot with an important assist from the Labor Party of Kalistan, President Bennots made an announcement that no Kalistani Citizen alive today has ever heard: The President will only serve two terms. Said President Bennots in a brief statement Yesterday,

"We have celebrated the election results for a couple of weeks now, but during this time, I have been discussing my departure from office with the Leadership of my Party. I have advised them of 2 things: First, I will not seek, nor will I accept, another term as President of the Republic. 6 years is enough for me personally and professionally, and it is time I return to my family before my kids grow up and get too old for me to be a good father. Second: I have asked the SP to not field another candidate for office in elections in three years. I think it is important to give someone else with a different way of seeing the world the chance to govern. We will weigh our endorsement carefully, of course, but the recently good relations we have had with the Labor Party under Premier of the Republic Curti put a fairly large thumb on the scales. The Labor Party would be our first choice, if they were interested in the Job, and when the time comes, we will do what we can to help if it is them. We expect to continue to work with the Prime Minister, and the SP has said they will support his agenda, keeping the SP's agenda in mind as well so that we may continue to represent our constituency."

Speaker Fredricka Carrangus Welcomes the President's decision

General Secretary, and Speaker of the Socialist Party was supportive of Bennots' decision.
"We are moving forward on ODEN. With the Left Government, we will be able to protect the things which are important to Kalistan's working people. This is something new for all of us, and I think the President, in deciding to retire, is setting a good precedent, to show the Republic that a multi-Party system CAN work in Kalistan, and that there is room for opposition, even ideological opposition, at the table. If Kalistan elects a President from a new Party in three years, one that three years before now, only just gained their first seats in the Assembly, think of the message that sends in support of Kalistani Democracy. This is an opportunity like we have never had before, and the SP should embrace it."
Asked whether she felt that this announcement cuts short any ambition she might have for the office, she shrugged the matter of. "I'm young. And if the Principle of Division of Power still holds, I will definitely put my own name up to become Premier. And then who knows? In 9 years, I might run for President."

In other news, the District Assembly of Ananto passed a bill forever outlawing any secession effort from the Island's minority population. Said the Speaker of Ananto's Assembly, Forest Simpson, "The Socialist Party holds a slim majority in the Assembly. And so we have used it. Our statement asserts that Ananto is an integral part of Kalistan, and will never tolerate attempts to tear it away from the Mainland." Furthermore, Both the District Governments of Ananto and Odufaray today passed bills in their respective Assemblies issuing statements of support for the new ODEN treaty, and pledging their support in strengthening District ODEN operations in their respective Districts.
