Just want to remind everyone that as per the Game Rules, Culturally Protected nations have until game server time 00:00 January 5th 2017 to affirm their Culturally Protected status. If they do not affirm by that date, they will become candidates for Culturally Open status.

Please consult the Cultural Protocols Index for more information on the cultural status of each nation.

To quote section 15.1 of the rules,

15.1.1 The simplest way to affirm a Cultural Protocol is to pass an OOC (out-of-character) "Motion of Cultural Protocol Affirmation" bill. To qualify as an affirmation, the bill must be supported by a 2/3rds majority of all players with seats (not just those with seats who vote) and over 50% of the seats in the legislature. Also, at least one of the players sponsoring the update must have been currently continuously active in the nation (ie. no inactivations) for at least 1 month. A link to the bill should then be posted on the Cultural Protocol Approvals thread.


A "Motion of Cultural Protocol Affirmation" can be as basic as this.

Affirmation can also be carried out through passing a Cultural Protocol update. For more detailed information on this process, please read sections 15 & 16 of the rules.

For countries which are currently open and are thinking about adopting CP's is there a special procedure to switch from culturally open to culturally protected, or is it as simple as passing a OOC: CP bill?

As per section 17 of the game rules:

17. Creating new Cultural Protocols in Culturally Open nations

It is possible for players in a Culturally Open nation to establish a Cultural Protocol if doing so would not reduce the overall number of Culturally Open nations below 10.

17.1 In order to do this, they must meet the same conditions as for updating a Cultural Protocol, as described in section 16, but with the following qualifications:

17.1.1 The Cultural Protocol bill must be passed by a 2/3rds majority of all players with seats (not just those with seats who vote), and at least 2 players with seats must support the motion, both of whom must have been currently continuously active in the nation (ie. no inactivations) for at least 1 month.

17.1.2 Players are not necessarily required to provide a plausible backstory for how the nation's cultural background developed. However, the provision of a plausible backstory may be a factor in whether Moderation approves the Cultural Protocol if players in surrounding nations question its appropriateness for their region of the game map.

17.1.3 The Cultural Protocol will not be accepted by Moderation within the first 4 days (96 hours) of it being posted on the forum.

17.2 Newly-founded Cultural Protocols cannot be affirmed during the Cultural Era in which they were founded. At the close of that Cultural Era, they will automatically be candidates for Culturally Open status.

There is a procedure yes; check out sections 16 & 17 of the Game Rules for more detailed information. The special requirements are:

Excellent. Thank you for the response. 17.1.1 will prevent Kalistan from adopting a CP for the time being due to there being only one Party there now... This is fine. If the political culture is being put in through via treaties, the Kalistani cultural draft will remain cultural "suggested guidelines" rather than anything which is enforceable. I'm cool with that.

It's alright. The Cultural draft is in place now, and if we ever get another long time player there, we can move forward on it. Ethnicity and culture has never been a cleavage in Kalistan- I'm hoping that with the One-Party State, people start using it in caucuses, but for the most part, nobody utilized it all that much to date... I think it looks great as it is, and it will be ready to go when we decide to put it in.
