Kazulian Diplomatic Relations "Selective Review"

Preamble:
The Kazulian Diplomatic Centre is the foundation of Kazulia's Foreign Relation with other nations. This Treaty shall be used to create foreign relations with other nations across Terra.

(By signing this treaty you abide to the following Guide line and Proposals)

Article 1:
1. All Contracting Countries hereby allow the Kazulian Government to establish One (1) Embassy in that country’s Capital City and (2) General Consulates in a city of the Kazulian Government's Choice and Vice-Versa.

2. All Contracting Countries, with consent from both sides, may partake in Co-operative Exercises with the Kazulian Armed Forces.

Article: 2
1. All Contracting Countries hereby pledge to maintain peace and friendship between each other.
2. All Contracting Countries recognize each other's culture and sovereignty over its territory.
3. All Contracting Countries pledge to never engage or confront each other in aggressive use of Military Force.

Article: 3
1. The Objective of this treaty is to strengthen bonds between Kazulia and the signing/contracting nations, so that both nations/countries can establish a sense of cooperation and mutual respect for each other.

As apart of our reforms to our foreign policy, the Kazulian Ministry of Foreign Affairs has decided to conduct a Selective Review of the Kazulian Diplomatic Center treaty, as It is our belief that Kazulia and signatory nations are not benefiting from its contents. So, through this selective review, we hope to establish one-on-one partnerships with the nations ratified within the treaty, and truly carve strong and reliable diplomatic relations that will be beneficial to all. Representatives of the following nations are required to send a contingent to this summit in order for the selective review of their claims and settlements to be discussed, Unholy Davostag Empire, Bundesrepublik Dundorf, Esinsundu Empire, Hawu Mumenhes and La République Socialiste Populaire Lourennais (People's Socialist Republic of Lourenne). I hope that everyone will be in attendance and we could have a fruitful discussion on making a path for stronger diplomatic and trading bonds between the nations of this treaty.

If it is by our understanding, a trade agreement would be most beneficial for our nations. I am sure once we have everything established we can begin to proceedings as we break down, what trade materials are requested and etc. I now await a response from the Minister of Foreign Affairs of the Free Kingdom of Hawu Mumenhes, Miss.Victoria Ashleigh-Dlamini.

Well, if it is understood by both sides as of how we are to approach this, let us begin.
I believe that we should first establish market access of goods from our countries. The most feasible approach will be duty-free. SO we would like to know, what are some of the goods & services Hawu Mumenhes is willing to trade with us.

We are most interested in exporting financial services (banking, listing, underwriting, advisory, and insurance), high technology consumer goods (especially mobile devices and household appliances), media (film, music, and literature) and finished jewelry (precious minerals). We are most interested in importing consumer-ready natural gas, refined oil, and fuel. What would Kazulia like to trade?

From what I have obtained from the Minister of Trade and Industry, the commodities which we are always willing to export are:- Industrial machinery, Military Hardware Construction and Development, Hydroelectricity, Construction and operation of massive offshore installations and technology industry, Petrochemicals and minerals (i.e. copper, lead iron ore, zinc) and of course, oil and natural gas.

Commodities which we wish to import from nation at this current time are:- Capital goods, Food Items and machinery. But in recent times we have been struggling to broaden our horizon in terms of financial services. We have no problem with banks from Hawu Mumenhes establishing bases in Kazulia and vice-versa. But I must inform you of the Offshore Accounts Taxation Act, which is an act introduced by the Ministry of Finance awhile back is "glued" to each trade deal we make. How it works is that it allows the Government of Kazulia, specifically the Inland Revenue Office to tax the bank accounts of national residing outside of Kazulia, who have bank accounts in banks with Kazulian ties, as before it was hard to tax said accounts as it would be a breach of said countries financial sovereignty.

So, if it is understood by Miss. Ashleigh-Dlamini, as of the goods we are willing to export and import as well as the Offshore Accounts Taxation Act. We could move onto the next phase that is, Customs Co-operation.

We understand and accept the Offshore Accounts Taxation Act and we are prepared to cooperate with the Inland Revenue Office regarding the accounts of Kazulian nationals.

Regarding the specifics of trade, here is our situation and our objectives:

1. Preferential Trade is reserved for our partners within the Esinsundu Empire.

2. However, all corporate income in Hawu Mumenhes is 100% tax-free, so any Kazulian companies operating in Hawu Mumenhes will enjoy full repatriation of funds to Kazulia.

3. We understand that several major Kazulian companies are currently managing relocations and transitions due to nationalizations and political instability in some host countries. Hawu Mumenhes is ready and willing to serve as the new host country for these multinational corporations. However, the Global Stock Exchange (GSE), headquartered in Aqqak city, is preparing to launch its operations (OOC: I'll post the thread soon). In exchange for facilitating the shift of Kazulian companies' operations to Hawu Mumenhes, we ask that Kazulian subsidiaries operating in Hawu Mumenhes list as public companies on the GSE. Companies accepting this offer will have all listing fees waved. Companies may retain ownership of up to 99.9% of their own shares and list a low minimum of 0.1% for public trading.

Regarding Duties:

1. We are prepared to offer 0% duties on retail sales to Hawu consumers.

2. However, wholesale, business-to-business, and business-to-government imports to Hawu Mumenhes will incur a 3.5% import tariff, though we are prepared to negotiate a reduction in this figure if Kazulia is willing to commit to a very large volume of trade.

As, Ms. Ellinor Ketelsen has retired from her career as a diplomat and politician. I, Håvard Berthelsen will be taking over Ms. Ketelsen's place as coordinator of this process until it is complete. I have been already brought up to date with what is happening, and I am prepared to move on.

We fully respect Hawu Mumenhes' objective of keeping preferential trade confined to the respective partnering nations of the Esinsiundu Empire. The representative from Hawu Mumenhes is true in her statement that several companies of Kazulian origin are currently managing relocation away from several nations as they believe being there is both a risk to their operations and their staff. It was actually considered by several companies for the relocation of their international headquarters to an Artanian nation. Seeing that Hawu Mumenhes is currently in what we in Kazulia call the "Diplomatic Green Zone", this is possibility, which if and once these proceedings have been completed can be undertaken. Currently, I have spoken with two companies who have been longing to expand into the Artanian market, which a subsidiary division. That being:-
Gasstrien (Komnatgass-HAWU)
Asvald Gruppen Marine - Commercial Maritime Services.

We are willing to commit to a very large volume of trade, as it has been our government foreign policy goal to increase trade. In exchange for the reduction in figures, I have spoken with the Executives of several state-owned and private companies on the matter of increased investment into Hawu Mumenhes' economy/business sector, as this has become stagnate due to political uncertainty in other Artanian nations.

I will miss Ellinor very much. She was a true professional and I speak for the entire team at the Hawu Foreign Ministry when I say that the milestone coming into view for the Kazu-Hawu Relationship is due primarily to her drive and ingenuity. Please pass on to her my thanks.
